| This wide-ranging thirty minute interview began with asking Mr. Skolnik about the
images portrayed in one of the greatest movies of all time, The Shawshank Redemption-
to the reality of what life is really like behind the walls of the Nevada prison system.
Mr. Skolnik stated that behind the walls is a real city, one that provides everything from
meals, lodging, laundry, medical, to commissary and programming. Programming has
become so important that there are prisons who serve bag meals for lunch. Host Bob
Fisher was surprised to learn that the budget for meals in Nevada prisons is $2.50 per
day. Meals are planned by a Dietician. Next to education, prisons take the largest chunk
of funding out of the state budget. Howard pointed out that prisons do not rehabilitate
their population. It is the inmate who ultimately decides their priorities. He spoke of the
ratio of guards and staff to inmates. Other topics covered included the Judicial System,
training of guards and support staff, Inmate Socialization, the boredom of prison and
funding.

| General William Burks |
| Brig. General William R. Burks is currently the Adjadent General for the State of Nevada
and explains during this program exactly what his job is and how well he feels he’s doing
it. Host Bob Fisher discussed the wars in Iraq and Afghanistan and the warriors who are
fighting each day, not only active duty but National Guardsmen. They talked about the
Homeland Security Commission and asked the question, “Are we prepared for a major
disaster or terrorist attack?” General Burks discussed the mission of the Nevada National
Guard and how troops are deployed to various areas of the world to fight for the freedoms
of this nation and others. Some obvious questions “Do we have a sufficient number of
Guardsmen in Nevada to protect us?” “How many Guardsmen do we currently have?”
General Burks also talked about himself and his rise to the current position he holds.

| This edition of Observations with host Bob Fisher was about everything you ever wanted
to know about the I.R.S. condensed into 30 minutes. Special guest Raphael Tulino dis-
cussed new deductions that individuals can take on the income taxes for the year 2009.
He discussed the do’s and don’ts when filing your taxes. The new first time buyers clause
and how it will effect the general population when buying a new home. He spoke of
more deductions for small business owners and the number of individuals that do not
file taxes. I.R.S. penalties were discussed and how a tax payer can avoid interest if the
checks are sent in on time. Listeners that tuned into this program learned a lot and all
the questions asked by Mr. Fisher were answered directly with the knowledge of Raphael Tulino.

This a non-profit organization dedicated to improving public education in the State of Nevada. It's impact is to make Public Education the best it can be. How are they funded? Who actually benefits from the Foundations efforts? What the are responsibilties of the Board of Governors? These questions and more are discussed by Bob's guests. Due to the educational cutbacks in the state, if you have children attending school, you might want to hear this program. |
